Genesee Properties, Inc., a Wyoming corporation is the owner of the “Society Turn Parcel,” which contains 19.7 acres and is located along Highway 145 between the Town of Telluride and Telluride Mountain Village, generally west of the Society Turn Roundabout, east of Keystone Hill, north of the Telluride Regional Sewage Treatment Facility.
Genesee is seeking San Miguel County approval to develop the Society Turn Development Plan, which is a mixed-use development on the Society Turn Parcel. The plan includes important community features and facilities, including:
· a site designated for the location of a new, greatly needed Regional Hospital Center (for no cost to the Hospital District),
· a site for the expansion of Telluride/Mt Village Regional Waste Water Treatment Facility (for no cost to the Towns)
· a sizable dedication of land to San Miguel County to meet parkland and school dedication requirements.
· Extensions and enhancements of trails connecting to the Town of Telluride bike path, trails in Lawson Hill and the regional trail through Remine Creek
The mixed-use plan also allocates land for private development of uses contemplated in the County Master Plan, including Employee Housing; Medical Offices; Retail and Eating/Drinking; Offices; Flex space; Hotel/Motel Lodging, including conference facilities.
The San Miguel County Land Use Code lays out the procedure that Genesee will need to follow to gain County approval for the Society Turn Development Plan, which involves the following five review steps:
1. Planning Commission Review and Recommendation of Sketch PUD and Subdivision Plan for the Society Turn Development Plan. This step also includes the Planning Commission review and recommendation for an amendment to the County Land Use Code creating a new MXD zone to regulate the Society Turn Development Plan. The Planning Commission reviewed and recommended approval of the Sketch PUD in 2021
2. Board of County Commissioners/BOCC Action on the Society Turn Sketch PUD/Subdivision Plan Application and the LUC Amendment for the MXD Zone. The BOCC reviewed and approved the Sketch PUD in 2021.
3. Planning Commission Review and Recommendation of Preliminary PUD and Subdivision Plan. This step also includes the Planning Commission review and recommendation for a rezoning of the Society Turn Parcel into the MXD zone. This step would also involve a Planning Commission review and recommendation on other land use matters, including Scenic Foreground Review, 1041 Environmental Hazard Review and Reviews of Floodplain hazards and wetland/100’ wetland buffer impacts.
4. BOCC Action on Society Turn Preliminary PUD/Subdivision Plan Application, rezoning of the Society Turn Parcel into the MXD zone. This step would also involve BOCC action on any other land use matters, including Scenic Foreground Review, 1041 Environmental Hazard Review and Reviews of Floodplain hazards and wetland/100’ wetland buffer impacts.
5. BOCC Action on Society Turn Final PUD and Subdivision Plan for the Society Turn Development Plan, which will largely involve finalizing documents relating to the PUD/Subdivision approvals, including final plat, Development Agreement, SIA, CCR’s, Design Guidelines, etc.
